Systemwide Benefits Programs & Strategy manages and creates health benefits strategy and programs that enhance the well-being of our employees and their families.
POSITION SUMMARY
This position provides high-level vendor management and operational support to the health and welfare benefits programs for UC faculty, staff, retirees and their dependents. The position is responsible for technical leadership, analytical support, and problem solving associated with assigned vendors. Using skills as a seasoned, experienced professional with a full understanding of medical and non-medical benefits industry practices and related policies and procedures, the position ensures vendor provision of contracted services. Incumbent is the recognized expert in administering the organization's benefits programs including plan design, operational procedures, policies, enrollment and other processes. Provides analytical support for legal and contract compliance issues, and conducts operational performance improvement projects. Problems addressed are of a diverse scope where management of issues or data requires in-depth evaluation of variable factors. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. The position requires collaboration with a diverse group of colleagues and business partners in a complex organizational structure. The incumbent has strong self-initiative and is able to prioritize and complete multiple projects on tight timeframes. Assists in identifying departmental goals and objectives and strives to achieve them. Cultivates and maintains productive professional relationships with internal and external stakeholders to assigned plans.
Responsibilities

Monitor and analyze vendor service level metrics and performance guarantees impacting operational and contract performance, and recommend changes as appropriate. Manage activities to ensure new programs and plan changes are correctly implemented by vendors. Identify areas for improvement when issues or concerns arise and develop procedures to mitigate gaps. Discuss directly with vendor account teams to resolve operational issues and establish operational changes to resolve problems. Operational issues generally involve problems without precedent impacting the operation of the assigned vendor's plan on a systemwide basis. Coordinate activities with vendors to develop and deliver administrative manuals and training to location benefits offices to ensure consistent benefits delivery. Review and direct implementation of plan communications to members. Conduct on-site visits to monitor compliance and operational efficiency. Review contracts with vendors for compliance and adherence to applicable laws, rules, regulations, guidelines and policies, in partnership with Office of General Counsel, Health & Welfare Policy and other departments. Ensure contract development includes review of potential risk and consequences of policies and legislation. Collaborate with colleagues to ensure UC policy and regulatory requirements are met. Respond to information requests for employee health and welfare data, from internal UC or external parties. Assist Senior Director and Managers in development of materials for senior leadership, including reports, presentations and speaking points on policies, plan design and administration, industry trends and technical information.

Interpret and administer plan administration documents for assigned vendors, including contracts, summary plan descriptions, operational manuals, University regulations, etc. Provide written clarification of policies and procedures, often dealing with unique issues/problems without precedent and/or structure. Responsible for monitoring carrier/administrator performance to ensure delivery of efficient and effective service and compliance with contract terms and conditions. Collaborate with assigned vendors and other units within Human Resources, UC Office of the President, and at the Locations to provide the appropriate levels of service and ensure contract fulfillment. May participate in projects to develop University systems which help ensure compliance with contract and policy provisions (payroll, demographic data, services and communications). Ensure accurate payment of vendor fees and premiums to ensure proper management of financial resources; may involve review and approval of payments/adjustments to vendors.

Lead operational implementation of new vendors and program changes. Strive to achieve consistency, where appropriate, between vendors' contracts. Ensure proper day-to-day maintenance of vendor contracts. Provide input on operational topics during bids and annual contract renewal process to minimize operational risk and ensure more effective vendor services, including: analyzing vendor responses, identifying issues impacting the administration of the Plan or requiring resolution on a systemwide basis, and recommending changes to policy or procedures that result in operational improvements to existing processes. During program development and throughout renewal process, partner with colleagues to ensure seamless integration of financial goals and benefit structure with plan administration and operations. In coordination with colleagues, provide input to define, design and implement new and continuing vendor management requirements. Provide input on service level performance results and penalties during contract renewal process.

Analyze and trend vendor performance against participant satisfaction surveys. Provide technical leadership to UC stakeholders of vendor services (benefits offices, HCFs, etc.) Research, analyze, and recommend responses to the most difficult participant issues and inquiries escalated from campus benefits managers, directly from employees, or sent to UCOP management.
Required Qualifications
3 years experience working with the implementation and administration of health and welfare benefits programs with a focus on operational oversight and problem resolution is required; 5 years is preferred.
Ability to: Guide and negotiate complex issues through a hierarchical, bureaucratic organization to achieve resolution. o Use original thinking and independent judgment to develop solutions reflecting the legal, policy, and operational needs of the organization. o Present complex benefit design and finance related information in a clear and concise manner, both in writing and verbally. Ability to present information effectively to small or large groups, internal or external to the organization. o Correlate project tasks to program objectives and departmental goals o Work independently, following through on assignments with minimal supervision and balancing multiple projects simultaneously with demanding timeframes. o Organize, coordinate and complete projects effectively and within deadlines, while upholding a penchant for detail and a commitment to accuracy. o Lead cross-disciplinary teams and facilitate consensus-based teamwork for productive outcomes. Promote the exchange of information among project team members and support staff, and convey appropriate information to project executive sponsors. o Establish and maintain trust, confidence, and effective working relationships with colleagues and individuals of diverse occupational and social backgrounds. o Apply political acumen to intricate situations occurring in a complex organizational structure.
Knowledge of: Principles and procedures of fully-insured and self-insured/self-funded large group benefit plan administration. o Current literature, trends, and developments in the field of benefit program administration. o Principles and practices required to develop, implement, and evaluate health and welfare benefit programs o Legal regulations applicable to employee benefit programs. o University policies, procedures, practices, objectives and structure applicable to employee benefit programs. o Windows and the Microsoft Office suite including word-processing, spreadsheet applications, project management and database programs.
Demonstrated skill in: Principles and processes of project management. o Written and verbal communication. o Analyzing and synthesizing information and developing sound and relevant recommendations. o Determining root cause of problems and recommending creative, resourceful solutions that address concerns of stakeholders and take into consideration the often-conflicting needs of diverse constituents. o Customer service, with the ability to anticipate and develop solutions to client concerns, while being flexible and willing to adapt based on client feedback.
Education
Bachelor's degree in Human Resources Management, Operations Management, Business or a related discipline, or an equivalent combination of education and experience.
SALARY AND BENEFITS
Salary: The recommended hiring range is $84,000 to $98,900. Commensurate with experience.
