Columbia Basin College (“CBC” or the “College”) seeks a Human Resources Consultant 1 to perform a variety of first-level professional and confidential duties in support of the College's recruitment efforts. This position supports hiring managers and search chairs throughout the full employment process from recruitment of faculty and staff to onboarding of new employees. This responsibility includes working independently within established guidelines while interpreting and applying College and Human Resources (HR) guidelines, rules, policies and procedures, as well as applicable collective bargaining agreements. This position reports to the Director for Talent Acquisition & Employee Development.

Coordinate recruitment efforts for faculty and staff vacancies, such as, gathering initial hiring requisition documents, developing clear and compelling job announcements, sourcing candidates creatively and effectively using internal and external advertising, screening potential candidates, providing logistical support to both applicants and search committees throughout the search process, processing reference and background checks, and generate offer letters and new hire packets;
Collaborate with hiring managers and search chairs to discuss open position needs/requirements, candidate selection criteria and an appropriate recruitment strategy;
Analyze, recommend, compile and gather all pertinent information to draft complete and detailed job announcements for posting, ensuring an understanding of job duties and responsibilities which meet the needs for the position and department;
Ensure the accuracy and thoroughness of employment information before posting to the College website, campus e-mail distribution or other internal/external advertising;
Receive, process and maintain all employment applications in the online applicant tracking system; create and organize job announcement position files; score applicant files for appropriateness of skills, experience and knowledge in relation to position requirements and release qualifying applications for review by the search committee;
Provide training and access to hiring managers and search committee members on the applicant tracking system (may occur in individual or larger group settings);
Schedule interviews as requested by search committee and administer and/or score any supplemental testing conducted during the interview phase; provide test results to search committee;
Respond to inquiries and provide information about the College's procedures within functional area(s) such as employment process, hiring, recruitment, employment examination requirements and selection of potential candidates;
Review and ensure the accuracy and completeness of HR documents such as employment application materials, employee data forms, correspondence such as offer letters to successful candidates, notification to unsuccessful candidates and all other employment record management associated with the hiring process;
Process reference and background checks; log results, send appropriate background check letters and prepare cost analysis or billing to the departments;
Coordinate and attend occasional career fairs requiring local and out-of-town travel;
Provide employment reports and statistics for Affirmative Action and HR metrics reports;
Research questions/issues and determine and document solutions, escalating concerns to supervisor if necessary;
Assist in the onboarding of new employees and processing of required new hire paperwork as needed, including receiving, verifying, and ensuring completeness of documentation and forms (I-9, W-4, EEO, Direct Deposit Authorization, etc.);
Remain current on relevant employment and hiring laws and regulations;
Collaborate with the recruitment team to develop and implement recruitment strategies that cultivate a robust and inclusive work environment; evaluate and implement effective social media recruitment tools;
Assist in developing internal office procedures; make recommendations for process improvements to continuously improve efficiency and customer service; and

Bachelor's degree from an institutionally accredited college or university, preferably in Human Resources, Business Administration or related field or coursework with an emphasis in these disciplines; and
Two (2) years of employment recruitment experience.
Experience administering an online applicant tracking system; and
Knowledge of Human Resources and general recruitment practices.
